Quarterly Update
International equity markets
rose over the quarter in spite
of continued weak global
economic data, as investors
anticipated strong policy
responses from key central
banks. Those responses arrived
in September as the U.S.
Federal Reserve Board (the
Fed) launched its QE3 program
and pledged to offer further
stimulus measures as needed to
improve employment, and the
European Central Bank
announced a bond-purchasing
program aimed at reducing
borrowing costs in the euro
zone’s peripheral countries.
